A new Sexual Exploitation and Abuse (SEA) report from UNMIL, covering the period January to June 2008, found only five allegations of the misconduct, a significant fall from the nine reported cases during July-December 2007. Releasing the report, the top UN Envoy in Liberia, Ellen Margrethe Løj, said that the mission will remain firm and resolute in ensuring that appropriate disciplinary measures are instituted for any proven SEA misconduct. "Even one case is one too many," she said.

Liberia's Deputy Inspector-General of Police (Administration) Asatu Bah-Kenneth presented recommendations from a strategic workshop held in Accra, Ghana, for key members of the Liberia National Police to Deputy Justice Minister for Administration and Public Safety, Ceaineh Johnson. Addressing the closingsession of the workshop, Deputy UN Envoy in Liberia Henrietta Mensa-Bonsu urged LNP officers to be pace-setters in the new Liberia, making their organisation an example of professional policing that could help regain the full trust and confidence of the Liberian public.

Visiting Secretary-General Ban Ki-moon reassured the people of Liberia his "steadfast commitment" to peace, stability and prosperity in the country. Addressing a joint session of Liberia's Legislature, Ban called on the law-makers to build a national vision for Liberia. "As the most representative legislature in the history of this country, you have a unique chance to build a national vision for a secure, peaceful and prosperous Liberia – one that provides opportunities for all its citizens."

Addressing the Security Council on 14 April, Special Representative of the Secretary-General Ellen Margrethe Løj said challenges related to security, rule of law and economic development must be addressed if Liberia is to solidify the progress made so far and UNMIL is to successfully draw down its presence in the country. “The hope and tranquillity we see today is tempered by a tenuous and fragile peace,” she said. As Liberia continues to rely heavily on UNMIL for security, "it is not yet time to declare victory and leave the country,” she added.
